Quebec Skilled Worker Program (QSWP)
The Quebec Skilled Worker Program (QSWP) underwent a significant transformation on August 1, 2018. Quebec implemented a novel ranking system, transitioning from a first-come, first-served model to an Expression of Interest (EOI) system. Unlike other Canadian immigration programs, this system gives priority to candidates with work experience in the United States. Application Process:
- Expression of Interest Submission: Candidates express their interest in settling in Quebec by entering the Quebec Expression of Interest Bank.
- Selection from the EOI Bank: Chosen candidates receive an invitation to apply for QSWP.
- Quebec Selection Certificate (CSQ) Application: Successful candidates then apply to the Ministry of Immigration, Diversity, and Inclusion (MIDI) for a CSQ.
Permanent Residence Application: Finally, a Canadian permanent residence application is submitted to the federal government.
Ranking Criteria:
Candidates are classified into two groups based on their living situation:
- Group A: Includes candidates with a job offer in Quebec or those residing in Quebec with work permits and Quebec degrees, or those working full-time in Quebec with valid work permits.
- Group B: Comprises candidates living outside Quebec.
Both groups are evaluated on factors like age, Quebec degrees, Canadian/U.S. work experience, language proficiency, and education, including the education and French proficiency of a spouse or common-law partner. Additional points are awarded for training in in-demand areas.
Skill Transferability Points:
Points are also given for combinations of:
- Education and French proficiency.
- Education, work experience in Canada or the U.S., and French proficiency.
- Foreign work experience and French proficiency.
- Foreign work experience, Canadian/U.S. work experience, and French proficiency.
Priority Invitations:
Quebec’s Ministry of Immigration may issue CSQ invitations to high-scoring candidates or based on priority criteria, such as the candidate’s potential to settle successfully in Quebec. This can include factors like specific training, trades, occupations, or commitments to settle in certain regions of Quebec.
Criteria for Invitation:
The invitation to apply for a CSQ could be based on various factors, including the candidate’s ability to successfully stay or settle in Quebec, a designated region in Quebec, a specific country or region undergoing a humanitarian crisis, or international commitments.
