British Columbia Provincial Nominee Program (BC PNP)
The British Columbia Provincial Nominee Program (BC PNP) is an economic immigration program that lets the provincial government select immigrants who can address labour shortages in the province or operate businesses there contributing to its economic development. If nominated, applicants and their family can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence in Canada
BC PNP Immigration Pathways for Skilled Workers:
Skills Immigration (SI):
Skills Immigration has five streams. Each one has a unique set of criteria.
- Skilled Worker stream: Candidates must have a full-time, job offer from a B.C. employer under National Occupational Classification (NOC) TEER 0,1,2 or 3 category to be eligible.
- Health Authority stream: Candidates must have a full-time, job offer be in any occupation, at any NOC TEER category, with a B.C. public health authority. Physicians, midwives or nurse practitioners who are already working or will be working soon in BC may also be eligible.
- Entry Level and Semi-Skilled stream: Candidates must have a full-time, job offer in select occupations in the tourism/hospitality or food processing sectors to gain permanent residence under this stream.
- International Graduate: It is designed for recent graduates with a degree or diploma from an eligible Canadian post-secondary institution. They must also have a full-time, job offer from a B.C. employer under National Occupational Classification (NOC) TEER 1,2 or 3 category
- International Post-Graduate: It is designed for recent graduates of an eligible B.C. post-secondary institution with an eligible master’s or doctoral degree. PhD candidates at a public B.C. post-secondary institution may also be eligible. Having a job offer is not mandatory under this stream.
Express Entry BC (EEBC):
Four of the Skills Immigration streams have an Express Entry BC (EEBC) option. Candidates who meet the criteria of both federal Express Entry and a BC Skills Immigration stream can choose the EEBC option to align their BC PNP application with their Express Entry profile. This helps them take advantage of Express Entry’s faster processing times.

The BC PNP Strategic Initiatives include targeted invitations to skilled workers from the high-demand sectors such as Childcare, Construction, Healthcare, Technology & Veterinary care. Professionals from these sectors are prioritized and offered a faster route to permanent residence. By focusing on specific industry needs, BC ensures that critical skill gaps are filled, driving economic growth across the province.
